Testing with a 20 MB PDF file
20 MB equals the Outlook attachment limit for internet accounts. Email encoding adds about a third, so a 20 MB attachment is roughly 27 MB on the wire and can fail against a 25 MB message limit such as Gmail’s.
A 20 MB PDF is also large enough to make a throttled-network test worthwhile: the upload takes long enough to show whether your progress bar, retry logic and request timeout behave.
Microsoft’s guidance says the Outlook attachment limit covers the attachment and the email together, so a message carrying an exactly 20 MB PDF is already over the 20 MB limit. Test a slightly smaller file, such as 19 MB, for the passing case.

Limits closest to 20 MB
A 20 MB file is over nginx (1 MB), PHP (2 MB), AWS Lambda (6 MB), API Gateway (10 MB) and Outlook with Exchange (10 MB); exactly at Outlook with internet accounts (20 MB); under Gmail (25 MB) and Cloudflare Free and Pro (100 MB). Sent as base64 text it grows past Outlook with internet accounts and Gmail.
| Limit | Size | Notes |
|---|---|---|
| Outlook default attachment limit (Exchange accounts) | 10 MB 10,485,760 B | Administrators can change it. |
| Outlook attachment limit (internet accounts) | 20 MB 20,971,520 B | Per Microsoft Outlook guidance. |
| Gmail message size limit | 25 MB 26,214,400 B | Attachments grow about a third when encoded, so a 20 MB file can already be too big. |

20 MB PDF file FAQ
Is the 20 MB PDF file exactly 20 MB?
Yes: 20,971,520 bytes in binary units. For a decimal 20 MB, set the unit to B and enter 20,000,000.
How many pages does a 20 MB dummy PDF have?
10 pages of A4 text by default. The page count is an option and does not depend on the file size: choose 1 to 200 pages in Options and the file stays exactly 20,971,520 bytes. If the pages need more than 20 MB, the tool says the minimum size they need.
Is a 20 MB dummy PDF mostly filler?
With the default 10 pages, yes. The document is about 23 KB, so most of the 20,971,520 bytes is a PDF comment after the final %%EOF marker, outside the document structure. More pages mean less filler.
Will a 20 MB PDF file pass the Outlook attachment limit (internet accounts)?
Probably not. At exactly 20,971,520 bytes it equals the 20 MB limit in binary units, and a form upload adds a few hundred bytes of multipart boundary and headers, so the body ends up over. Counted in decimal megabytes (20,000,000 bytes) the file is 971,520 bytes over. Test one byte under to see it pass. As base64 it is 27,962,028 characters, over the limit, and that is the size that counts in a JSON body or an email.
Is the file uploaded anywhere?
No. It is generated in your browser and never leaves your device.
